Capiz Enforces Strict Border Control to Combat African Swine Fever

Capiz: The Veterinary Quarantine Services in Western Visayas (VQS-6) announced that border control is being implemented in Capiz to prevent the introduction and spread of African swine fever (ASF). 'VQS-6 advises all shippers, transporters, livestock traders, and the general public that EO (Executive Order) 21 is now in effect,' it said in an announcement on Thursday.

According to Philippines News Agency, Executive Order No. 21, signed by Capiz Governor Fredenil Castro on Wednesday, prohibits the entry of live pigs, pork, pork products, and by-products; hog carriers/transport vehicles; and trading activities involving hog traders if originating from, passing through, processed or manufactured in ASF-positive or suspected areas, particularly Negros Island and the province of Iloilo.

The EO stated that ASF-positive and suspected cases have been detected in some areas in the country, including Negros Island and the province of Iloilo, and these can adversely affect the local swine population if not promptly regulated. 'There is an urgent need to protect the local swine industry, secure the livelihood of Capiznon hog raisers, and safeguard provincial food security against the catastrophic economic and viral impact associated with the entry of contaminated livestock and pork commodities,' it said.

The EO mandates the maintenance of provincial border controls in the entry points to Capiz, particularly in the town of Tapaz, Dumarao, Pilar, Maayon, and other areas deemed necessary by the situation. The VQS-6 reminded stakeholders to strictly comply with all veterinary quarantine regulations and movement restrictions as noncompliant shipments may be denied entry, confiscated, returned to their place of origin, or otherwise dealt with in accordance with EO No. 21, s. 2026, and existing veterinary quarantine laws and regulations.
