LEGAZPI CITY: The Police Regional Office (PRO) 5 in Bicol has heightened security protocols across its municipalities, focusing on coastal areas following the discovery of a Chinese submarine drone off the coast of Masbate. The underwater device, identified as a Chinese navigation and communication system, was found in the waters of Barangay Iniwaran, San Pascual, Masbate.

According to Philippines News Agency, PRO-5 Director Brig. Gen. Andre Dizon confirmed that the object, marked HY-119, was discovered by local fishermen on December 30, 2024. The fishermen handed over the device to local authorities, prompting the deployment of Explosive Ordnance Disposal (EOD) personnel and K-9 units to examine the object for safety and potential explosives. The drone measures 359 cm in length and 79.2 cm in circumference.

In response to the discovery, Dizon stated that coordination with local government agencies is underway, and police units in coastal regions have been instructed to conduct inspections and engage with fishermen. The goal is to ensure that any unusual items found in the waters are promptly reported to the authorities to prevent safety risks.

Preliminary assessments suggest that the HY-119 device is designed to facilitate communication between underwater vessels or devices and surface units or satellites. It can transmit data, voice messages, and navigation information. The system’s features indicate potential applications in submarine communication, underwater surveillance, oceanographic research, and naval operations, employing advanced methods to evade detection.

The Philippine Navy, through the Naval Forces Southern Luzon (NAVFORSOL), has taken custody of the object. Dizon confirmed that a report has been forwarded to the national headquarters, and coordination with other agencies, including the NAVFORSOL and the Philippine Coast Guard, is ongoing.
