Benguet Police Chief Cleared in Investigation of Former DPWH Official’s Death

Baguio city: The Philippine National Police (PNP) has reinstated the head of the Benguet provincial police after he was cleared of alleged lapses in the investigation into the death of former Department of Public Works and Highways (DPWH) undersecretary Catalina Cabral. In a statement, the PNP announced that a regional internal review found no misconduct on the part of Lt. Col. Lambert Suerte, who has been on medical leave since his official relief on December 22, 2025.

According to Philippine News Agency, the review board held Police Maj. Peter Camsol Jr., chief of the Tuba Municipal Police Office, accountable for mishandling evidence related to Cabral's death. Consequently, Maj. Camsol Jr. will face administrative charges. Acting PNP chief Lt. Gen. Jose Melencio Nartatez emphasized that Suerte's reinstatement reflects the PNP's commitment to due process and fairness in its operations, reinforcing trust within the organization.

Lt. Gen. Nartatez stated, "We always ensure that every officer is given due process, and a fair and impartial investigation." He further noted that the reinstatement serves as a reminder that the PNP leadership supports officers who act lawfully and responsibly, maintaining trust in the organization.

The internal review was initiated in response to public criticism regarding the initial police actions following Cabral's death. Cabral's body was discovered at the bottom of a ravine along Kennon Road in Tuba on December 18, 2025. Authorities confirmed there was no foul play, based on forensic results, CCTV footage, and witness accounts.
