BCDA and NDC Forge Strategic Partnership to Develop New Clark City.

Manila: The Bases Conversion and Development Authority (BCDA) has formalized a strategic partnership with the National Development Co. (NDC), enabling the BCDA to tap NDC’s expertise in financing and implementing high-impact projects in New Clark City. BCDA president and chief executive officer Joshua Bingcang and NDC General Manager Antonilo DC Mauricio signed a memorandum of understanding (MOU) creating a collaborative framework for the urban development of New Clark City.

According to Philippines News Agency, the partnership aims to leverage NDC’s extensive knowledge and experience in urban expansion, industrial development, and energy projects. Joshua Bingcang expressed gratitude towards NDC, highlighting its more than a century-long track record in transformative projects, which will be pivotal in developing New Clark City into a smart, sustainable, and future-ready metropolis. Paredes emphasized the shared vision of stimulating national development through the partnership, which is expected to facilitate transformative projects that align with New Clark City’s development goals. The MOU outlines both parties’ intentions to explore potential collaboration opportunities and prepare a feasibility study report, including technical and commercial assessments of developments within the BCDA’s properties.

NDC’s interest in New Clark City stems from its strategic location within the 9,450-hectare Clark Special Economic Zone, envisioned as an inclusive, resilient, sustainable, and smart city. This development is part of a broader strategy to decongest Metro Manila and establish an investment hub that promotes growth in Central Luzon.

Mauricio noted that the partnership allows NDC to capitalize on BCDA’s experience in developing cities like Bonifacio Global City, enabling innovative projects that can enhance the quality of life for Filipinos. He expressed grat
itude for the opportunity to collaborate with BCDA, a partner well-versed in the intricacies of city-building.

As the government’s investment arm, NDC pursues various ventures to drive national economic development, aligning with BCDA’s mission to transform former military bases into vibrant economic centers.
