Agri, Health, and Infrastructure Emerge as Key Focus in Ilocos Norte’s 2026 Budget

Ilocos norte: Ilocos Norte’s agricultural sector, alongside health services and infrastructure development, remains at the forefront of the province’s budgetary priorities. This focus was affirmed as the 13th Sangguniang Panlalawigan (Provincial Board) unanimously approved the PHP2.9 billion budget for the provincial government for 2026 on Monday afternoon.

According to Philippines News Agency, Vice Governor Matthew Joseph Manotoc expressed during a media interview on Tuesday that while the priorities have remained consistent, adjustments were made within the proposed budget to optimize costs and create additional opportunities for investment. The Provincial Treasury Office has projected a total estimated revenue of PHP2.98 billion for 2026, reflecting a 9 percent increase from this year’s PHP2.70 billion.

The revised provincial revenue code is expected to enhance revenue collection by the Provincial Local Finance Committee, with anticipated collections of approximately PHP94.6 million, representing a 4 percent rise compared to this year’s PHP90.4 million. Additionally, the province anticipates an increase in real property tax of PHP7.5 million, driven by the expanding number of renewable energy developers.

Furthermore, a significant 25 percent surge in non-tax revenue, amounting to PHP41.4 million, is projected for next year. This increase is attributed to heightened regulatory fees from business establishments and rentals of properties owned by the provincial government.

Through strategic collaborations and investments, Ilocos Norte’s provincial government aims to bolster key sectors that facilitate economic growth and sustainable innovation. Programs like Agri Ka Dito and Capitol Express will continue to provide essential support to farming and fishing communities, as well as agribusiness owners, ensuring food security, improved productivity, and innovation in crop production.

The 2026 budget also earmarks PHP7.5 million for a loan assistance program targeting micro, small, and medium enterprises, reflecting Ilocos Norte’s commitment to fostering economic resilience and supporting local businesses.
