72 Agencies to Join National Single Window by 2028

Manila: A total of 72 trade-related and other government agencies are set to be onboarded to the National Single Window-Integrated Trade Facilitation Platform (NSW-ITFP) to improve the ease of doing business in the country, the Department of Finance (DOF) said Tuesday. The NSW-ITFP is a centralized digital platform that enables the submission, processing, and exchange of trade-related permits and regulatory documents through a single electronic gateway.

According to Philippines News Agency, the NSW-ITFP has been developed under a Build-Operate-Transfer Public-Private Partnership framework with TradeX Network Inc. The platform is implemented by the Department of Information and Communications Technology (DICT), with the DOF serving as the lead policy and oversight body for trade facilitation reforms. As part of the initial rollout, the Bureau of Internal Revenue (BIR) and the National Tobacco Administration (NTA) successfully completed User Acceptance Testing for the onboarding of the Authority to Release Imported Goods (ATRIG) and Import Commodity Clearance (ICC).

Both agencies began live operations with selected pilot clients on June 22, 2026. Finance Secretary Frederick Go emphasized the benefits of the National Single Window, stating that it will reduce red tape, lower costs, and speed up trade transactions. By digitalizing regulatory processes, the initiative aims to make it easier to do business in the Philippines and enhance competitiveness in the global economy.

BIR Commissioner Charlito Mendoza highlighted that the NSW-ITFP will streamline government transactions, making them easier and more efficient for businesses. He noted that President Ferdinand R. Marcos Jr. has directed government agencies to streamline services, reduce bureaucratic delays, and accelerate digital transformation. Integrating eATRIG into the National Single Window aligns with the Digital and Data Transformation pillar of the BIR DARES Reform Agenda and supports efforts to simplify compliance and enhance government service efficiency.

Mendoza further explained that eATRIG is one of the bureau's priority digitalization projects for 2026 due to its direct impact on importers, manufacturers, logistics providers, and other businesses involved in international trade. Through the NSW-ITFP, eATRIG aims to replace the manual ATRIG process with a more efficient, standardized, and secure digital workflow.
