Manila: The Department of Justice (DOJ) announced on Thursday that it has released an immigration lookout bulletin order (ILBO) targeting 43 individuals tied to dubious flood control projects. This directive requires immigration officers to meticulously track the travel activities of these individuals.
According to Philippines News Agency, the watchlist comprises public works officials and proprietors of contractor firms collaborating with the Department of Public Works and Highways. The list includes notable figures such as Cezarah Rowena Discaya, president of Alpha and Omega Gen. Contractor and Development Corporation, and Pacifico Discaya, the firm’s authorized managing officer, along with other key individuals connected to various contractor firms.
The ILBO aims to prevent potential flight risks amid ongoing investigations into the alleged anomalies in the flood control projects. The implicated individuals hold various positions, from presidents and managers of construction corporations to officials in the public works sector. The list also features DPWH officials like Maria Catalina Cabral, Undersecretary for Planning, Public-Private Partnership, and Information Management Service, and Roseller Tolentino, Regional Director for Region 3 (Central Luzon).
DPWH Secretary Vince Dizon initiated the request for an ILBO in a letter to the DOJ, highlighting the necessity to monitor these officials and contractors as part of the comprehensive investigation into the flood control projects. The probe seeks to uncover any irregularities and hold accountable those responsible for any mismanagement or corruption involved in the projects.
