Manila: The United Nations Population Fund (UNFPA) and the Philippine Health Insurance Corporation (PhilHealth) have entered into a partnership aimed at improving maternal health, family planning, and healthcare access for millions of Filipino women and families. This strategic agreement was formalized in line with the Responsible Parenthood and Reproductive Health law, the Universal Health Care Act, and the United Nations Sustainable Development Goals 2030.
According to Philippines News Agency, the collaboration places significant emphasis on reducing maternal mortality and increasing access to essential sexual and reproductive health services through strategic investments and innovative healthcare solutions. It builds upon PhilHealth's expansion of its maternity benefit packages, which now provide nearly triple the financial coverage for both normal and cesarean deliveries. The expanded coverage also includes the standard recommended number of prenatal and postnatal checkups.
UNFPA Country Representative Neus Bernabeu highlighted the essential role of PhilHealth in making universal healthcare a reality in the Philippines. "This partnership is about expanding access to quality care, supporting healthier communities, and securing the lifelong well-being of every Filipino family," Bernabeu stated, emphasizing the life-saving impact of the initiative beyond just reducing out-of-pocket costs.
PhilHealth President and Chief Executive Officer Edwin Mercado echoed these sentiments, noting that the primary goal of the state insurer is to reduce financial barriers and ensure healthcare accessibility for all Filipinos. He stated, "Through this partnership with UNFPA and our expanded maternity care benefits, we ensure that all pregnant persons can receive quality services without fear of incurring exorbitant medical costs."
To enhance the effectiveness of health policies at the community level, the two agencies will work together on localized health investments, affordable maternal care, and capacity-building initiatives. Witnessing the signing ceremony, UNFPA Asia and the Pacific Regional Director Aleksandar Bodiroza praised the Philippines for setting a significant regional example of how multiagency cooperation can transform progressive policies into life-saving practices on the ground.
PhilHealth noted that this joint initiative represents a crucial step in safeguarding the health, dignity, and rights of Filipino women, while also accelerating the country's shift toward a more equitable healthcare system.
