Senator Erwin Tulfo Advocates for Permanent Status and Safeguards for AICS Program

Manila: Senator Erwin Tulfo on Wednesday advocated for the institutionalization of the Assistance to Individuals in Crisis Situation (AICS) program, along with the establishment of safeguards to prevent its misuse due to political influence. This push was made during a Senate hearing where Tulfo urged the Department of Social Welfare and Development (DSWD) to clearly define what constitutes a 'crisis situation.'

According to Philippines News Agency, Tulfo highlighted the importance of understanding the term 'crisis situation' given its integral role in the program's name. He questioned the DSWD on what qualifies as a crisis, to which DSWD Crisis Intervention Program head Artemio Bautista responded that crisis situations encompass a variety of conditions beyond natural disasters, including health and livelihood challenges.

Bautista elaborated that the existing guidelines cover 'financially incapacitated' individuals who, while not classified as indigent, are temporarily unable to meet urgent needs. This follows the issuance of Memorandum Circular No. 16, Series of 2022. Tulfo acknowledged the positive reforms introduced under DSWD Secretary Rex Gatchalian, particularly those aimed at reducing hunger through feeding programs. However, he expressed concerns about the expanded scope of AICS, which might include students facing temporary financial difficulties due to calamities affecting their families.

Tulfo emphasized that safeguards should be implemented to prevent the misuse of the program, especially when applicants are unable to provide billing documents. He proposed that referrals from school officials like student affairs offices, registrars, or guidance counselors be required to validate claims. This, he suggested, would balance the program's accessibility with accountability by simplifying requirements to basic identification.

Bautista agreed with Tulfo's proposal, stating that such measures could enhance the program's implementation while ensuring that assistance is timely and appropriately directed to those in genuine need.
