Legazpi: The Department of Education-Bicol Region (DepEd-5) is ensuring that all billeting and playing venues for the weeklong Palarong Bicol 2026 have Learners' Rights and Protection Desk (LRPD) to safeguard the welfare of student-athletes. Maria Christina Baroso, regional officer of the Learners' Rights and Protection Office (LRPO), said that designated desks have been set up in 18 billeting centers and all playing venues for the March 1-7 meet.
According to Philippines News Agency, Baroso explained during a press briefing that the protection desks are accessible to all participants in playing venues and billeting schools identified as their temporary residency in Legazpi. The setup allows student-athletes to report issues such as bullying, threats, theft, stalking, liberty restrictions, property damage, humiliation, and misconduct during training, billeting, or competition. Desk officers are available for consultation, ensuring that participants can report incidents anytime.
Baroso further emphasized that LRPO officers are trained to provide psychosocial support, particularly during the championship games. 'We have our registered guidance counselors who provide psychological first aid to help them express their emotions and lessen their distress,' she added.
In a separate interview, Nurse II and LRPO chair for Catanduanes, Rosario Vegim, noted that the office has not received any complaints since the desks were activated. Officials view this as a positive sign of compliance and heightened awareness among delegations. Vegim highlighted the importance of safeguarding learners, especially during large-scale events when they are away from their schools and families.
