Sibulan: Police chiefs nationwide were ordered to strengthen internal monitoring and disciplinary systems following a recent shooting in Sibulan, Negros Oriental involving an active police officer. The directive came after a background check showed that the suspect, Staff Sgt. Bonifacio Saycon, had a prior administrative case for less grave neglect of duty after missing a court hearing.
According to Philippines News Agency, the Philippine National Police (PNP) is reviewing how Saycon's prior administrative case was handled. Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. stated, "Any misconduct, no matter how minor, must be addressed immediately to prevent personnel from committing more serious offenses." He emphasized the need to reinforce internal oversight to ensure personnel with administrative records are closely monitored and, if necessary, removed from sensitive posts.
Nartatez also ordered an immediate audit to identify gaps in tracking and enforcing administrative cases and to ensure sanctions and corrective measures are enforced. Saycon is accused of fatally shooting a woman inside a bar while drinking with three other police officers, including Sibulan police chief Capt. Jose Edrohil Cimafranca. He later shot and killed Cimafranca and two other officers, Sr. Master Sgt. Tristan Chua and Patrolman Rey Albert Temblor, while being transported to the police station.
Investigators have yet to determine the motive as Saycon has refused to cooperate, although authorities noted that the group was heavily intoxicated.
