PhilHealth Introduces Flexible Payment Options for Unpaid Employer Contributions

Manila: The Philippine Health Insurance Corporation (PhilHealth) has unveiled a new initiative offering flexible settlement options for employers with outstanding premium contributions. This program allows employers to benefit from partial or full waivers of interest under a one-time scheme designed to encourage compliance and alleviate financial pressures.

According to Philippines News Agency, the initiative, which aligns with PhilHealth Circular 2026-0001, targets unpaid premiums accumulated from July 2013 to December 2024. Employers are presented with three settlement choices within a dedicated one-year period, tailored to their preferred payment timelines.

Employers selecting a seven- to 12-month payment plan can access a reduced interest rate of 2 percent, while those opting for a shorter two- to six-month plan are eligible for an even lower interest rate of 1 percent. A full waiver of interest, resulting in a zero percent interest rate, is available to employers who can settle their dues within a month.

PhilHealth emphasizes that these flexible payment options aim to provide both government and private employers with a fair chance to address long-standing liabilities, especially in light of the ongoing economic challenges post-Covid-19 pandemic.

To participate in the program, employers are required to submit relevant documentation, update employee master lists, and ensure the registration of all employees under the Yaman ng Kalusugan Program, which includes completing the First Patient Encounter.

The state health insurer stated that this initiative not only aims to recover critical unpaid contributions necessary for the sustainability of the National Health Insurance Program but also seeks to enhance collaboration with employers to promote ongoing compliance.

Applications for this one-time settlement program are open until December 31, 2026. Employers interested in participating are advised to coordinate with their designated PhilHealth Accounts Information Management Specialist or visit the nearest local PhilHealth office for more information.
