PNP’s ‘Safer Cities’ Initiative Targets Minor Violations to Enhance Public Safety

Manila: Targeting minor violations such as public drinking and curfew violations has emerged as a key strategy in the Philippine National Police's (PNP) 'Safer Cities' initiative, stated by its chief Gen. Jose Melencio C. Nartatez Jr.

According to Philippines News Agency, PNP data revealed that 24,881 ordinance violators across Metro Manila were apprehended in the first two days of the Safer Cities initiative from April 6 to 7. The initiative aims to enhance police visibility and promote discipline, thereby ensuring safety in every street and community.

The data indicated that most offenses involved public drinking and smoking, with 8,075 violators recorded. This was followed by cases of individuals going shirtless in public, amounting to 2,672 instances, curfew violations by minors with 2,245 cases, and 584 noise complaints from karaoke sessions. The remaining 11,305 cases were various other ordinance violations.

Out of those apprehended, 6,369 individuals were fined, 219 were formally charged, and 18,293 received warnings before their release. Gen. Nartatez emphasized that addressing minor offenses is crucial for preventing serious crimes, as they often serve as a precursor to more significant criminal activities.

Despite the large number of arrests, Gen. Nartatez addressed concerns regarding the conduct of officers during these operations. He assured that the Internal Affairs Service (IAS) is closely monitoring the operations and maintaining a zero-tolerance policy for any form of misconduct.

He urged the public to view these measures as part of broader community safety efforts, highlighting that safety begins with discipline and that cooperation from the community is essential. The Department of the Interior and Local Government has also ordered stricter enforcement of ordinances banning street drinking, shirtless roaming, and late-night karaoke sessions as part of the initiative.

The PNP's Safer Cities effort supports its Focused Agenda under Enhanced Managing Police Operations and aligns with President Ferdinand R. Marcos Jr.'s directive to intensify visible policing and foster a stronger sense of public security in daily life.
