Manila: The Philippines and Vietnam have elevated their bilateral relations to an Enhanced Strategic Partnership, marking a significant advancement in cooperation across key sectors such as defense, trade, and people-to-people exchanges. This development comes amid a complex regional environment and was announced during a meeting between President Ferdinand R. Marcos Jr. and visiting Vietnamese President To Lam at Malaca±ang.
According to Philippines News Agency, the elevation of ties coincides with the 50th anniversary of diplomatic relations between the two countries this July, and a decade since the establishment of a Strategic Partnership in 2015. President Marcos emphasized that the Enhanced Strategic Partnership will open wider avenues for cooperation, bolster political and defense collaborations, and foster closer connections between the Filipino and Vietnamese people.
Marcos highlighted that this upgraded partnership arrives at a pivotal time as the region grapples with geopolitical fragmentation, supply chain vulnerabilities, trade pressures, and the emergence of new technologies. These challenges present both opportunities and risks, reinforcing the shared interest of the Philippines and Vietnam in maintaining peace, stability, and a rules-based order grounded in international law.
Both nations, as maritime countries in Southeast Asia, are keen to broaden their cooperation while strengthening cultural, educational, and tourism exchanges. Marcos remarked on the significance of the partnership, not only as a commemoration of half a century of diplomatic ties but also as a starting point towards new horizons for progress.
President To Lam underscored the importance of the Philippines as a key partner for Vietnam in the region. He expressed confidence in further deepening cooperation across multiple areas. He stated that both countries share similar strategic visions and interests, with a commitment to peace, stability, prosperity, and the rule of law.
To Lam's visit is notable as it marks the first trip to the Philippines by a General Secretary of the Communist Party of Vietnam, coinciding with Manila's chairmanship of the Association of Southeast Asian Nations (ASEAN) this year. Vietnam remains the Philippines' sole strategic partner in Southeast Asia, with their bilateral relations encompassing trade, food security, defense, maritime affairs, education, tourism, and regional diplomacy.
The newly upgraded partnership is anticipated to pave the way for expanded collaboration in economic development, security, emerging technologies, and regional stability.
