Pangasinan Government and IBP Collaborate to Offer Free Legal Services

Pangasinan: The provincial government of Pangasinan and the Integrated Bar of the Philippines (IBP) Pangasinan chapter are preparing to sign a memorandum of agreement (MOA) that will facilitate free legal services throughout the province. The initiative aims to broaden the reach of legal aid by integrating it with existing government health programs.

According to Philippines News Agency, Vice Governor Mark Ronald Lambino announced that the provincial government will provide facilities and venues for the IBP's legal aid services under the Unified Legal Aid Service (ULAS). This collaboration will be linked with the Government Unified Incentives for Medical Consultations (Guiconsulta) activities, offering both health and legal services to residents.

In addition to the regular health services provided during Guiconsulta, the IBP Pangasinan chapter will establish free legal assistance desks. The Sangguniang Panlalawigan has authorized Governor Ramon Guico III to enter into a MOA with IBP-Pangasinan, reinforcing the government's commitment to support this initiative.

The Guiconsulta program includes medical missions, enrollment in the Philippine Health Insurance's YAKAP (Yaman ng Kalusugan), and registration with the Philippine Identification System. IBP Pangasinan Chapter President Jefferson Faculanan stated that the IBP is focused on offering free legal consultations and representation for indigent residents who meet the ULAS criteria.

Furthermore, the Lawyer of the Day Initiative (LODI) under the ULAS allows lawyers to provide three hours of free legal services at the IBP building in Bonuan Tondaligan, Dagupan City. Faculanan expressed hope that this initiative will expand to include desks in each congressional district and eventually in every local government unit in Pangasinan, ensuring widespread access to free legal services.
