Manila: The Department of Budget and Management (DBM) has released PHP8.08 billion to fund priority development projects in approximately 808 insurgency-cleared villages under the Local Government Support Fund (LGSF) - Support to the Barangay Development Program (SBDP).
According to Philippines News Agency, the funding, approved by DBM acting Secretary Rolando Toledo on March 17 through a Special Allotment Release Order (SARO), supports the implementation of programs under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Toledo stated that the release aims to accelerate development in previously conflict-affected communities and expand access to basic services.
Toledo emphasized that the release complies with the instruction of President Ferdinand R. Marcos Jr. to ensure that no community is left behind and that development reaches even the most remote barangays. He highlighted that through this fund, local communities are being empowered by improving access to basic services and creating real opportunities for residents to live safer, more productive, and more dignified lives.
The LGSF-SBDP provides direct funding to local government units (LGUs) for priority projects identified through the Retooled Community Support Program (RCSP) and integrated into Barangay Development Plans. The funded projects include farm-to-market roads, school buildings, water systems, health stations, and rural electrification, which are expected to improve service delivery and support local economic activity.
The DBM noted that the timely release of funds would allow LGUs to expedite the implementation of projects upon completion of documentary requirements. The allocation aligns with Republic Act 12314 or the 2026 General Appropriations Act, with guidelines outlined under Local Budget Circular No. 168 dated February 16, 2026.
Around 808 villages nationwide have been identified as beneficiaries for the program this year. The government stated that the initiative aims to address development gaps in conflict-affected areas and promote inclusive growth at the community level.
