Capas: The planned PHP4-billion waste-to-energy (WTE) facility on a four-hectare site in Capas, Tarlac is a significant leap forward in the country’s sustainable development and modern waste management strategies. The agreement was secured by the Bases Conversion and Development Authority (BCDA) with Indian engineering firm Uttamenergy Limited following President Ferdinand R. Marcos Jr.’s five-day state visit to the South Asian country on Aug. 4 to 8.
According to Philippines News Agency, Amando Diaz, president and CEO of ATD Waste-To-Energy Corp., emphasized the dual benefits of the project, addressing waste management and energy generation. ‘This facility is more than just a power plant. It is a transformative solution that aligns with our goals of environmental protection, energy security, and sustainable urban development,’ Diaz stated.
Envisioned as the most advanced waste-to-energy facility in the Philippines, the project is part of the New Clark City master-planned by BCDA. Joshua Bingcang, BCDA President and CEO, noted the project’s contribution to clean energy transition, modern waste management, and attracting high-impact foreign capital.
Utilizing advanced, globally proven technology, the plant will convert non-recyclable waste into electricity, reducing landfill dependence and contributing to the national power grid. Key benefits include diverting 600 tons of municipal solid waste daily, generating up to 12 megawatts of electricity, and creating hundreds of jobs during construction and operation phases.
The plant will also adhere to international environmental standards with state-of-the-art air pollution control systems. Waste-to-energy technology, successfully used in countries like Japan and Sweden, demonstrates its safety and sustainability. The plant’s operations will be monitored by local and international experts to ensure compliance with environmental, health, and safety regulations.
ATD Waste-to-Energy Corp., based in Clark Freeport Zone, Pampanga, specializes in electric power generation and distribution. Uttamenergy Limited, based in Pune City, Maharashtra, is a regional leader in WTE and biomass facilities. The plant will use German-engineered Enviropower technology from MARTIN GmbH for waste combustion, with additional technology from PAPREC and SecoLAB for boiler and flue gas treatment.
