Manila: The National Commission of Senior Citizens (NCSC) has assured the public of its strong commitment to safeguard the welfare of older Filipinos, highlighting the successful implementation of the Expanded Centenarians Act and related programs for indigent seniors.
According to Philippines News Agency, NCSC Chairperson and Chief Executive Officer Dr. Mary Jean Loreche stated that the agency has established a system to ensure transparency and accountability in the distribution of benefits. This system includes trained personnel in regional offices, regular monitoring, and adherence to the guidelines set by the Commission on Audit (COA). Loreche emphasized that the benefits are directly handed over to the seniors, allowing them to physically see and hold the cash, which brings them joy.
Loreche recounted that the program was officially launched in Malaca±ang on February 26, with President Ferdinand R. Marcos Jr. personally witnessing the rollout. Initial feedback indicates that many beneficiaries have used the grant for medicines and food, while others have opted to deposit it in banks for future needs. The program has been met with positive reactions from senior citizens who feel valued by the government.
She also acknowledged the challenges faced in delivering benefits to seniors in remote areas, noting that the NCSC collaborates with other government agencies like the Philippine Coast Guard, Philippine National Police, and local government units to provide necessary transportation, security, and manpower. This collaboration exemplifies a whole-of-government approach to addressing the needs of senior citizens.
Applications for the program continue to be accepted through local Offices of Senior Citizens Affairs (OSCA) and social welfare offices, with regional and central offices ensuring the validation and cross-checking of data to prevent duplication.
The Expanded Centenarians Act, under Republic Act 11982 signed into law in 2024, entitles Filipino senior citizens to PHP100,000 upon reaching the ages of 80, 90, and 100, compared to the previous law which granted the benefit only at age 100. This measure aims to ensure that more elderly Filipinos benefit from the cash incentive while they are still able to use it.
In addition to cash benefits, Loreche highlighted that the commission is also developing programs focused on health and livelihood for the elderly. She expressed gratitude to President Marcos for his full support of the agency’s mandate, ensuring the well-being of senior citizens across the nation.
