Mindanao: The Department of Agriculture's Bureau of Agricultural and Fisheries Engineering (DA-BAFE) organized a forum for local government units (LGUs) in Mindanao to clarify the policy, objectives, and scope of the agency's Farm-to-Market Road (FMR) Program.
According to Philippines News Agency, the Mindanao-Wide Public Consultation on the Draft Guidelines for FMR Projects, held from January 27 to 28, brought together LGU representatives to discuss eligibility, prioritization, and project coverage. DA-11 regional director Macario Gonzaga emphasized the importance of strengthening coordination between the DA and LGUs to ensure timely and effective implementation of FMR projects, aimed at supporting agricultural productivity and improving market access for farmers and fisherfolk across Mindanao.
Gonzaga stated that the FMR program requires adherence to technical standards, clear delineation of institutional roles, and harmonized implementation processes between the DA and LGUs. He highlighted that fostering collaboration and open dialogue through such consultations will equip local partners with the necessary knowledge and tools to implement FMR projects effectively.
Gonzaga further emphasized that improved infrastructure will lead to better market access, increased income for farmers and fisherfolk, and enhanced food security for communities. BAFE director Engr. Cristy Cecilia Polido added that the forum provides LGUs with a valuable opportunity to share implementation challenges and constraints, while identifying solutions and best practices to improve project readiness and delivery.
Participants were also oriented on the roles and responsibilities of the DA and LGUs in planning, implementing, and monitoring FMR projects. The consultation aimed to enhance LGU awareness of the technical, documentary, and regulatory requirements necessary for preparing and submitting FMR project proposals.
