Pasig city: The local chief executives of Metro Manila have approved a street parking ban on national primary roads and restricted parking on national secondary roads during designated time periods. This measure aims to alleviate traffic congestion in the metropolis.
According to Philippines News Agency, the decision was made during the Metro Manila Council meeting held at the Metropolitan Manila Development Authority (MMDA) Head Office in Pasig City. During the meeting, Metro Manila mayors passed MMDA Regulation No. 25-001, entitled ‘Harmonizing Public Street Parking in Metro Manila and for Other Purposes.’ This regulation outlines the guidelines of the policy and identifies thoroughfares where street parking is prohibited.
MMDA Chairperson Romando Artes emphasized that Metro Manila local government units need to enact or amend their respective ordinances to be consistent with the new regulation. The initiative aligns with President Ferdinand R. Marcos Jr.’s directive to maintain clear roads, prevent obstructions, and ensure safe access for all road users.
Artes acknowledged the significant impact of illegal parking on public streets in Metro Manila, noting its contribution to traffic congestion, traffic-related incidents, hindrances to emergency and essential service delivery, and revenue losses for businesses. He stated that regulating street parking would promote general welfare and maintain peace and order among Metro Manila residents.
The regulation strictly prohibits street parking on several major roads, including C1: CM Recto Avenue, C2: Pres. Quirino Ave., and C4: EDSA, among others. Meanwhile, street parking on national secondary roads may be permitted by local government units (LGUs) through ordinances, except during peak hours from 7 a.m. to 10 a.m. and 5 p.m. to 8 p.m.
The parking prohibition does not apply to emergency vehicles such as fire trucks and ambulances when responding to emergencies, stalled vehicles, and other authorized vehicles. Additionally, terminals for public utility vehicles on national primary and secondary roads are banned, with LGUs identifying alternative locations within their jurisdictions.
Penalties for regulation violations will be based on the Metro Manila Traffic Code of 2023 and enforced by the newly established Swift Traffic Action Group using body-worn cameras. The regulation is set to be implemented before the Christmas rush season to alleviate heavy vehicular flow.
Metro Manila mayors stressed that the regulation is not absolute and can be localized, giving LGUs consideration for their local zoning, traffic, business, and other related concerns. MMC President and San Juan City Mayor Francis Zamora stated that LGUs would determine roads where parking would be allowed, ensuring that it does not obstruct traffic or emergency vehicles.
The council meeting was attended by several city mayors, including Manila City Mayor Isko Moreno, Muntinlupa City Mayor Ruffy Biazon, Pasay City Mayor Emi Calixto-Rubiano, Malabon City Mayor Jeannie Sandoval, Paranaque City Mayor Edwin Olivarez, Marikina City Mayor Maan Teodoro, and Pateros town Mayor Gerald German.
