Manila: President Ferdinand R. Marcos Jr. is taking decisive steps to address the widespread public frustration over extensive flooding by directing government agencies to expedite both immediate and long-term flood control measures, as announced by Malaca±ang on Wednesday.
According to Philippines News Agency, Palace Press Officer Claire Castro highlighted that President Marcos is fully aware of the public's anger, particularly regarding allegations of corruption in flood control projects. During a Palace briefing, Castro emphasized that the administration is committed to demonstrating to the public the measures it has implemented to tackle the flooding issue. Key initiatives include the construction and operation of pumping stations in Naga and Navotas cities, as well as the deployment of mobile pumping equipment.
The administration is actively updating flood control master plans for 18 major river basins and other critical rivers, based on insights from Public Works and Highways Secretary Vince Dizon. As of May 31, 2026, updated master plans and feasibility studies for 16 of these major river basins have been completed. The plans for the Cagayan and Pasig-Marikina-Laguna de Bay river basins are slated for completion by the end of 2026. Castro pointed out that some existing flood control master plans date back to the 1930s and 1940s, potentially rendering them inadequate in light of current conditions, including the impacts of climate change.
President Marcos has instructed government agencies to consider climate change as a significant factor contributing to the intensifying rainfall and rapidly rising floodwaters. Castro stressed, "Climate change is not just a word. It is happening right now, and we must prepare." Central Luzon, Metro Manila, and other parts of Luzon have been experiencing widespread flooding due to persistent heavy monsoon rains.
Castro revealed that President Marcos has consistently convened and directed government agencies to address flood-related concerns, even on days when government offices and classes were suspended. She noted, "Actually, the President has already issued numerous orders to all agencies. Even when there are no classes or work, we still have to report to the office because this needs to be discussed."
