Lawmaker Proposes Amendments to Hold Minors Accountable for Heinous Crimes

Davao del norte: 1st District Rep. De Carlo Uy announced that the House of Representatives has initiated the legislative process for Bill 5307, which aims to amend Republic Act (RA) 9344, the Juvenile Justice and Welfare Act of 2006, as updated by RA 10630. The bill, authored by Uy, has been forwarded to the House Committee on Justice for further discussion.

According to Philippines News Agency, the proposed legislation seeks to address public concern regarding heinous crimes committed by minors. It aims to hold minors criminally responsible for such acts while emphasizing rehabilitation. Uy highlighted the necessity of closing gaps in the juvenile justice system, referencing the case of Sophia Marie Conquilla, a 19-year-old journalism student from La Filipina, Tagum City, who was killed by minors on July 9.

Uy stressed the importance of balancing compassion with accountability in the juvenile justice system to prevent similar tragedies. The bill also focuses on parental responsibility, mandating parents or guardians to participate in counseling and rehabilitation for minors involved in serious offenses. It holds them accountable for damages or community service as determined by the court.

Uy remarked that a justice system that protects minors but fails in genuine rehabilitation risks creating further societal issues. He stated that the bill aims to restore public trust in the justice system while ensuring meaningful rehabilitation for juvenile offenders.
