Manila: The House of Representatives voted 238-10 with nine abstentions to adopt the recommendation of the committee on ethics and privileges, imposing another 60-day suspension without pay on Cavite 4th District Rep. Francisco 'Kiko' Barzaga for repeated misconduct.
According to Philippines News Agency, the committee found substantial evidence that Barzaga violated Section 141, Rule 20 of the Rules of the House by posting malicious content on social media between Dec. 1, 2025, and Jan. 30, 2026. The new suspension resulted from a complaint by Manila Rep. Rolando Valeriano, who accused Barzaga of defying House authority through disorderly conduct, having previously been sanctioned for similar behavior.
Valeriano highlighted Barzaga's social media posts accusing lawmakers of accepting bribes from tycoon Enrique Razon for political support, which the committee deemed 'reckless and unsupported.' The complaint also noted posts that vilified the late Antipolo City Rep. Romeo Acop, with Committee Chair 4Ps Party-list Rep. JC Abalos citing these attacks as especially reprehensible.
Barzaga had been previously suspended for 60 days after the House adopted Committee Report No. 28 on Dec. 1, 2025, for disorderly behavior, including inappropriate online content. Despite a clear warning against repeating such actions, Barzaga continued his conduct during the suspension period.
The committee treated the new actions as a continuation of prior misconduct. Abalos noted that Barzaga ignored formal notices to appear before the committee and publicly refused to attend ethics hearings, leading the panel to declare him in default. The new suspension includes a warning that further misconduct could result in harsher sanctions, including expulsion.
