Government Unveils Detailed Licensing Roadmap for Nuclear Power Projects

Manila: A seven-phase licensing roadmap for nuclear power projects has been finalized and is ready to be presented to parties interested in investing in nuclear power, the Department of Energy (DOE) announced. The roadmap outlines a comprehensive process beginning with business registration and permits, followed by environmental clearances and siting. It also includes licensing by the Philippine Atomic Energy Regulatory Authority (PhilAtom) to either build or obtain a provisional permit, sector-specific approvals, operational permits, construction oversight, and finally, licensing for operation, testing, and commissioning.

According to Philippines News Agency, the framework was developed during a meeting on February 11, which was attended by over 100 stakeholders. Key figures at the meeting included Energy Undersecretary Rowena Cristina Guevara, Finance Undersecretary Catherine Fong, and Philippine Nuclear Research Institute Director Carlo Arcilla. The roadmap represents a significant step towards preparing the Philippines for nuclear energy.

Energy Secretary Sharon Garin emphasized that the government plans to begin accepting nuclear plant license applications within the year. She noted that the finalization of this licensing roadmap sends a clear message about the Philippines' commitment to nuclear energy development, marked by discipline and foresight.

Undersecretary Guevarra highlighted the importance of nuclear energy in ensuring a sustainable and high-growth future for the country. She pointed out that the realization of this vision depends not only on the choice of technology or the construction of power plants but also on the robustness, clarity, and predictability of the regulatory framework established today. This roadmap is a crucial step in laying that foundation.
