Fuel Surcharge Reduced to Level 18 for Early May

Manila: The Civil Aeronautics Board (CAB) has announced a slight decrease in the fuel surcharge for flights, moving from Level 19 during the latter half of April 2026 to Level 18 for the period of May 1 to 15.

According to Philippines News Agency, under the new Level 18, passengers on domestic flights will see fuel surcharges ranging from PHP593 to PHP1,734. For international flights, the surcharge will vary from PHP1,958.44 to PHP14,561.87, depending on the distance traveled. This adjustment offers a modest reduction from the previous Level 19 surcharges, which ranged from PHP627 to PHP1,824 for domestic flights and PHP2,070.77 to PHP15,397.15 for international flights.

Fuel surcharges are additional fees that airlines may levy on top of the base fare, intended to offset the impact of fluctuating oil prices. CAB has been utilizing a 15-day monitoring and implementation cycle for fuel surcharge adjustments in order to balance the effects of fuel price changes on air travel expenses.

In a recent advisory, CAB stated that this interim measure will remain in effect until the current situation stabilizes or until further notice. The applicable conversion rate for this period has been set at PHP60 to the US dollar. Airlines intending to apply or collect fuel surcharges during this timeframe must submit their applications to the office of the CAB executive director before the period's commencement.
