Pulilan: The Department of Transportation (DOTr) has secured a toll waiver for vehicles traveling between Pulilan, Bulacan, and San Fernando, Pampanga, as heavy traffic continues to plague portions of the North Luzon Expressway (NLEX) due to flooding at Tulaoc Bridge in San Simon, Pampanga.

According to Philippines News Agency, Transportation Secretary Banoy Lopez stated he personally coordinated with NLEX Corporation President Luis Re±on to waive toll fees for all vehicle classes using the Pulilan-San Fernando route. Lopez emphasized that this initiative aligns with the directive of the President to assist motorists and passengers severely affected by the traffic congestion. He expressed gratitude to the toll operator for their prompt action, noting that the waiver will remain until normal traffic conditions resume along NLEX.

The regular toll for Class 1 vehicles traveling from Pulilan to San Fernando stands at PHP113, with Class 2 vehicles paying PHP281 and Class 3 vehicles PHP338. Lopez also acknowledged the ongoing support of toll operators who provide free passage to provincial buses and vehicles transporting agricultural goods under the government's UPLIFT initiatives.

In a separate statement, the DOTr, through the Toll Regulatory Board (TRB), directed NLEX Corporation to enhance its warning system for motorists during adverse weather conditions. The toll operator is required to issue advisories via SMS and other platforms, offering rerouting options through variable message signs (VMS) and portable VMS at least three hours before expected rainfall and potential traffic closures. Lopez stressed the importance of timely advisories for motorists to avoid flood-related congestion and identify alternative routes.

Additionally, the TRB issued a Notice to Explain (NTE) to NLEX Corporation, demanding an explanation within three days regarding the traffic congestion due to flooding and the measures in place to mitigate such incidents. NLEX Corporation has also been asked to consider reimbursing toll fees for Class 1 motorists forced to make U-turns due to the flooding.

Lopez has instructed the Philippine Coast Guard (PCG) to deploy additional personnel in San Simon to aid in flood mitigation efforts. The DOTr is working with the TRB, Department of Public Works and Highways (DPWH), and Metropolitan Manila Development Authority (MMDA) on further measures, including sandbagging, continuous pumping of floodwater, installation of flood barriers, and vehicle diversions to alternative routes.
