Iloilo: The provincial government of Iloilo has implemented energy efficiency measures, addressing energy concerns even before the Middle East crisis impacted the region. Sangguniang Panlalawigan Committee on Energy chair Rolando Distura highlighted the establishment of an Energy Efficiency Conservation Office under the Provincial Government Environment and Natural Resources Office as part of the Energy Code, which he authored.
According to Philippines News Agency, local government units (LGUs) in Iloilo have appointed energy efficiency conservation officers to oversee these efforts. All 43 LGUs have developed Local Energy Efficiency and Conservation Plans, which have unlocked local funds for energy-saving initiatives. The Iloilo Provincial Ordinance for Renewable Energy (I-PORE), also authored by Distura, mandates the provincial government to allocate 0.5 percent of its annual budget for renewable energy projects. This initiative includes funding for rooftop solar photovoltaic systems in 13 provincial hospitals, with five hospitals currently awaiting installation through an ongoing bidding process.
Distura reported a savings of approximately PHP6.6 million since the project's inception. Provincial offices have transitioned to LED lighting, and air-conditioning temperatures are set at 24°C or higher. Future procurement of appliances and air-conditioning units, both at the capitol and in hospitals, will focus on energy efficiency. Employees and visitors are encouraged to use stairs for short distances to conserve energy, and administrative offices are considering carpooling to reduce fuel consumption. This direction aligns with Governor Arthur Defensor's energy conservation strategy for the province.
Additionally, the provincial government has allocated PHP850,000 each to the municipalities of Dumangas and San Joaquin for the installation of Hybrid On/Off Grid PV Solar Powered Systems at Tamboilan Elementary School and Ginot-an Elementary School, respectively. This initiative, funded through the Special Education Fund, aims to lower electricity costs, ensure a reliable power source for school equipment, and promote renewable energy usage in educational settings.
