DSWD Justifies PHP80,000 Aid to Woman in Viral Sewer Photo

Makati: The Department of Social Welfare and Development (DSWD) on Saturday defended its decision to extend PHP80,000 in livelihood assistance to ‘Rose,’ the woman photographed crawling out of a Makati sewer.

According to Philippines News Agency, DSWD spokesperson Irene Dumlao clarified at a news forum that Rose is among the families and individuals in street situations (FISS) profiled by the agency for tailored support. Dumlao explained that because these individuals lack permanent addresses, many have not benefited from the government’s social protection programs, such as the 4Ps. Rose was not surveyed for the 4Ps and does not have children under 18, which disqualified her from the program.

Under the Pag-abot Program launched in 2023, the government aims to assist FISS like Rose. Dumlao noted that approximately 3,000 families have been reached so far. When contacted by the DSWD, Rose was surprised to discover the available aid and expressed gratitude for the government’s assistance in helping her make a fresh start.

Dumlao emphasized that Rose’s situation was thoroughly assessed before aid was provided. Rose expressed her willingness to receive assistance and improve her earning capacity, leading to the PHP80,000 aid for her planned sari-sari store. Dumlao clarified that the PHP80,000 is not a standard amount given to all but is determined on a case-by-case basis by social workers.

The spokesperson further explained that Rose collects recyclables for a living and had entered the sewer to retrieve a small blade cutter used in her work. Rose, along with her partner who works as a barker, earns about PHP300 daily. Dumlao encouraged the public to refer similar cases to the DSWD for assistance.
