Davao City: The Department of Social Welfare and Development (DSWD) 11 in the Davao Region clarified Thursday that its programs and services are not connected to or involved in any election activities.
According to Philippines News Agency, the clarification follows Memorandum 24-09014 issued by the Commission on Elections (Comelec) in January, which exempts 28 DSWD programs and projects from the election spending ban under Section 261 (v)(2) of the Omnibus Election Code (OEC). This exemption permits the continued release of public funds for these programs during the election period.
The agency stated, “These programs are designed for the welfare and development of the community.” DSWD-11 assured the public that its implementation remains aligned with the mandate of the Comelec, ensuring impartiality and service to all citizens, regardless of their political affiliations.
The agency expressed gratitude for public support and cooperation in safeguarding the integrity of government programs and services. It urged the public to help ensure that resources are used for their intended purpose, serving poor, vulnerable, and disadvantaged populations without political influence.
Last month, the DSWD welcomed the Comelec’s decision to exempt key agency programs from the election spending ban, emphasizing that it ensures uninterrupted aid to poor and marginalized Filipinos. In a memorandum issued by the Comelec on March 18, the poll body approved the DSWD’s request to exempt certain social welfare programs from Section 261 (v)(2) of the OEC. This marks the second time the Comelec has granted the DSWD’s request for such exemptions.
