Negros occidental: The Department of Social Welfare and Development (DSWD) recorded a 100 percent payout of the Emergency Cash Transfer (ECT) assistance to Typhoon Tino-hit households in three local government units (LGUs) in Negros Occidental as of Monday.
According to Philippines News Agency, these localities include the municipalities of Hinigaran, La Castellana, and Isabela, which were severely affected by heavy rains and floods in central and southern Negros in November 2025. Data from the DSWD-Negros Island Region (NIR) showed that Hinigaran had 23,636 beneficiaries who received PHP142.72 million, La Castellana had 18,521 beneficiaries receiving PHP106.05 million, and Isabela had 14,602 beneficiaries who received PHP96.933 million.
The report from the DSWD-NIR highlighted that the distribution of ECT in these areas continues to provide necessary assistance to the affected families. The beneficiaries from these three LGUs are part of the 195,186 households in Negros Island that have received a total of PHP1.143 billion in ECT aid since February. Those whose houses were destroyed received PHP10,325 each, while those with damaged homes received PHP5,369 each.
Other LGUs that received ECT assistance include Bago City with 22,294 beneficiaries receiving PHP127.32 million, Binalbagan with 23,307 beneficiaries receiving PHP126.993 million, Himamaylan City with 30,129 beneficiaries receiving PHP161.83 million, and La Carlota City with 15,198 beneficiaries receiving PHP92.8 million. Additional distributions were made in Moises Padilla, Pontevedra, Pulupandan, San Enrique, Valladolid, Bacolod City, and Canlaon City.
The ECT program by DSWD is a post-disaster intervention that provides unconditional cash assistance to affected families to address their immediate needs. This initiative facilitates the transition from disaster relief to early recovery, empowering households to prioritize using available local resources and contributing to the early restoration of communities.
