DENR Launches Multi-Sectoral Probe and Nationwide Landfill Review Following Binaliw Landslide

Cebu: The Department of Environment and Natural Resources (DENR) has initiated a multi-sectoral investigation into the fatal Binaliw sanitary landfill landslide in Cebu, while also ordering a comprehensive review of all operating sanitary landfills across the Philippines to prevent future disasters.

According to Philippines News Agency, DENR Secretary Raphael Lotilla announced that this initiative is part of a broader strategy focused on accountability, identifying technical causes, preventing recurrence, and developing a long-term approach to addressing the country's waste management challenges. Lotilla emphasized the importance of transparency and committed to delivering results that ensure both accountability and the prevention of future tragedies.

A special investigative team, including external solid waste management experts from non-government organizations and the academe, has been formed to conduct an objective and scientific inquiry into the incident. This team will collaborate with the DENR Legal Affairs and Enforcement team at the central office. Lotilla highlighted the significance of involving independent experts to produce credible findings rooted in science.

To ensure impartiality in the investigation, Lotilla appointed new leadership in DENR Region 7, naming Audie Salac and John Edward Ang as Regional Executive Director and Environmental Management Bureau Director, respectively.

In addition to the investigation, Lotilla has ordered an immediate nationwide inspection of all sanitary landfills, recognizing the Binaliw incident as a potential indicator of systemic risks. All DENR regional offices have been directed to enforce strict compliance with environmental compliance certificates and safety protocols, aiming to identify hazards early and implement corrective measures.

Moreover, the DENR is enhancing public monitoring and national assessment as part of its reform efforts. Revisions to public participation policies under the Philippine Environmental Impact Statement System will mandate the inclusion of Multi-Sectoral Monitoring Teams for all waste management projects. These teams, comprising stakeholders and technical experts, will oversee compliance with environmental conditions.

A comprehensive national assessment of solid waste management will also be conducted to identify policy gaps and improve sustainability. This assessment will be carried out by a newly formed multi-stakeholder team. Lotilla stressed the importance of this evaluation in designing better systems and enhancing sustainability.
