Manila: The Civil Service Commission (CSC) on Thursday clarified its rules on social media use for government employees during the election season. This clarification was issued following criticisms of its Memorandum Circular No. 3, Series of 2025, dated March 31, 2025, which some groups have described as “too restrictive.”
According to Philippines News Agency, the memorandum serves as a reminder to government workers not to engage in political activities during the campaign period, including on social media platforms. The CSC outlined that government employees are permitted to like, share, comment on, or repost election-related content on social media, provided these actions do not solicit support for or against any candidate or party during the campaign period.
The CSC emphasized the importance of “prudence in using social media to avoid engaging in partisan political activities.” It further reinforced that this directive is in accordance with CSC Memorandum Circular No. 3, s. 2025, which instructs officials and employees to maintain political neutrality as stipulated by the 1987 Constitution.
