Manila: The Commission on Elections (Comelec) is contemplating an earlier schedule for the filing of Certificates of Candidacy (COCs) for the May 2028 presidential and vice-presidential elections. Comelec Chairperson George Garcia has indicated that the filing period might be moved to mid-September 2027, instead of the traditional early October timeframe.

According to Philippines News Agency, Garcia, in a radio interview, mentioned that the earlier filing would allow for a more thorough review process of the COCs. This would provide ample time for challenges against party-list groups and offer the Commission a chance to resolve any arising issues. The COC filing period for the May 2025 midterm elections was previously set from October 1 to 8, 2024.

Garcia emphasized the importance of identifying and eliminating nuisance candidates at an early stage. He explained that if a candidate is declared a nuisance early, they have the opportunity to challenge that decision before the Supreme Court. This proactive approach aims to prevent disruptions, such as the need to reprint ballots due to late challenges and the issuance of Temporary Restraining Orders (TROs).

The decision to advance the COC filing schedule lies with the Comelec, Garcia noted. However, he acknowledged potential objections, particularly from appointive officials who might resist the change due to the rule that they would be deemed resigned upon filing their candidacy.

Garcia also shared that the seven-member panel of the Commission has been deliberating on the proposed dates for the new COC filing period, tentatively scheduled from September 20 to 27. By sharing these considerations, Comelec aims to keep potential candidates informed and prepared for the upcoming electoral process.
