Cash-for-Work Program Launched to Aid Rice Farmers Affected by Opong in Biliran

Biliran: The provincial government of Biliran has initiated a cash-for-work program aimed at supporting rice farmers whose lands were impacted by the damage to irrigation facilities caused by Severe Tropical Storm Opong. The initiative is a collaborative effort between the Provincial Agricultural Office and the Provincial Social Welfare and Development Office (PSWDO), designed to assist farmers in rehabilitating their damaged irrigation systems while offering temporary income support.

According to Philippines News Agency, Gov. Rogelio Espina emphasized the importance of this initiative as a crucial measure to protect the province’s rice harvest and sustain the livelihoods of the affected farmers. In a statement, he stressed the need to restore irrigation systems to ensure water supply for approximately 1,823 hectares of rice farms currently suffering from inadequate irrigation. Immediate restoration is essential to prevent a significant reduction in yield, which could lead to local rice shortages and income losses for farmers.

The program involves hiring members of local rice farmers’ associations who benefit directly from the irrigation systems to carry out rehabilitation work. Their tasks will include clearing debris, repairing canals, and restoring water flow to the affected fields. The work is anticipated to be completed within 20 days, varying with the extent of damage and site accessibility.

The provincial government has earmarked PHP2.52 million for the program, with each participating farmer earning PHP416 daily for their labor. A total of 990 farmers from the towns of Caibiran, Biliran, Culaba, Kawayan, Almeria, and Naval-areas most severely affected by Opong-are set to benefit from this initiative.
