Manila:Online sellers, content creators, and other digital taxpayers will not be required to display their Bureau of Internal Revenue (BIR) Registration Seal Badges starting October 31. This change follows the agency's decision to suspend the requirement due to data privacy concerns and technical difficulties.
According to Philippines News Agency, BIR Commissioner Charlito Martin Mendoza announced the suspension through Revenue Memorandum Circular (RMC) No. 113-2026. This move halts the mandatory online posting of the registration badge until further notice.
The suspension comes in response to concerns raised by online sellers, content creators, and other taxpayers regarding the privacy and technical issues associated with the BIR Registration Seal Badge requirement. Mendoza stated that the directive also protects taxpayers from penalties for not displaying the badge during this suspension period.
Senator Bam Aquino welcomed the decision, highlighting the need to reduce regulatory burdens on small businesses and digital entrepreneurs. He expressed gratitude to the BIR for listening to the concerns of small entrepreneurs, content creators, and online sellers.
The registration badge, introduced on April 29 under RMC No. 38-2026, was intended as an alternative to posting the full Certificate of Registration (COR) online, in compliance with Revenue Regulations Nos. 7-2024 and 15-2024 issued under the Ease of Paying Taxes Act. Despite its introduction, Mendoza admitted that online protection of personal information poses different and more complex challenges compared to physical display at business establishments.
The suspension allows the BIR to address these privacy and technical concerns and review the requirement's implementation. Mendoza mentioned plans to coordinate with the National Privacy Commission and consult with affected taxpayers and stakeholders to establish appropriate safeguards before deciding the future course of action.
While taxpayers who have already obtained their registration badges may continue to display them voluntarily, the suspension does not abolish the registration badge system or remove other applicable tax registration obligations. Mendoza emphasized that the policy review aligns with the Ease of Paying Taxes Act's objective of simplifying tax compliance while safeguarding taxpayer information.
