Makati city: The Association of Southeast Asian Nations (ASEAN) has reiterated its dedication to enhancing regional policies that promote human capital development across Southeast Asia. This commitment comes as the region confronts new and increasingly complex challenges.
According to Philippines News Agency, social development ministers from ASEAN's 11 member states assured their commitment as the bloc concluded its week-long ASEAN Socio-Cultural Community (ASCC) meetings in Makati City. Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian reported on the meeting outcomes, stating that the ASCC ministers endorsed at least 10 social development documents and adopted an ASEAN statement on 'empowering ASEAN peoples.'
Under this year's Philippine chairship, Gatchalian emphasized that efforts would be intensified to shape an ASEAN prepared for the future with its people at the center. He noted that the true measure of the chairship would be in the tangible impact created, such as stronger families and more inclusive opportunities within the community.
Prior to a press conference, Gatchalian led the 35th Meeting of the ASEAN Socio-Cultural Community (ASCC) Council, advocating for enhanced cooperation among ASEAN Member States. He outlined the Philippines' four strategic priorities under the 'RISE agenda,' focusing on resilient and empowered families, inclusive development, smart youth and innovation, and an environmentally sustainable and food-secure future.
Gatchalian highlighted the importance of alternative child care systems, aiming to strengthen adoption processes so that no child grows up without family support. In the Philippines, over 4,000 children are currently awaiting family placement, many of whom have experienced abuse and neglect.
He also addressed the need to prepare for demographic shifts due to an ageing population, advocating for the silver economy to support active ageing. Additionally, Gatchalian called for increased support for youth participation, digital literacy, creativity, and ethical use of emerging innovations.
On disaster resilience and climate action, the Philippines introduced the Manila-ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (Manila-ASPECT) Framework, promoting regional cooperation amidst global challenges.
