Manila: Senator Loren Legarda is advocating for the passage of Senate Bill 1719, which seeks to declare April as Philippine Veterans' Month. This bill aims to establish a permanent national framework to honor Filipino veterans and ensure they have sustained access to services and education.
According to Philippines News Agency, Legarda emphasized the need to institutionalize veterans' recognition and transition from mere ceremonial observances to providing concrete services. She highlighted the importance of honoring veterans not just through historical records, but by celebrating their stories while they can still share them personally.
Legarda pointed out official records indicating there are 464 living veterans of World War II, 41 surviving members of the Philippine Civic Action Group who served in Vietnam, and 29 veterans of the Philippine Expeditionary Forces to Korea, which underscores the urgency of the proposed measure.
The bill proposes coordinated nationwide activities, stronger integration of veterans' stories in the educational curriculum with guidance from the Department of Education, youth volunteer programs, improved access to benefits and health services, and clear inter-agency coordination. This coordination would be led by the Philippine Veterans Affairs Office and the Department of National Defense, along with the departments of the interior and local government, health, and education.
By designating April as a month of focused action, the bill aims to shift veterans' observances from ceremonial remembrance to operational commitments, ensuring that gratitude is expressed through education, healthcare, and public service.
Legarda also linked the measure to contemporary challenges, emphasizing that national unity should be rooted in remembrance and service. She mentioned that current international tensions and aggression in the West Philippine Sea highlight the fragility of peace and security, and stressed the importance of grounding love of country in historical consciousness. The proposed Philippine Veterans' Month, she argued, is critical for keeping the lessons of courage, duty, and sacrifice alive for future generations.
