Speaker Dy Vows Congressional Action on EDCOM II Education Roadmap

Manila: Speaker Faustino 'Bojie' Dy III on Monday announced that the House of Representatives will utilize the Final Report of the Second Congressional Commission on Education (EDCOM II) as a framework for developing laws and policies aimed at addressing persistent issues in the Philippine education sector and enhancing learning outcomes across the nation.

According to Philippines News Agency, Dy emphasized the significance of the EDCOM II Final Report during its turnover at the House, describing it as a pivotal document reflecting the government's commitment to confronting the realities of the country's educational state and calling for ongoing action. EDCOM II was established to perform a comprehensive review of the educational system in light of continuous learning gaps, inadequate literacy outcomes, and concerns about the effectiveness of previous reforms.

The commission's final report provides a roadmap focused on improving foundational learning, teaching quality, and pathways from education to employment. Dy noted that the report's findings highlight long-standing problems within the sector, such as low literacy rates and weak early-year foundations, and stressed the need for urgent action to implement the report's recommendations.

He asserted that the responsibility now lies with lawmakers to ensure the practical application of the EDCOM II recommendations, emphasizing the importance of legislative action, oversight of implementing agencies, and careful examination of education spending. Dy also pointed out that the success of Congress should be judged by the impact of its laws on learners, rather than the number of laws passed.

The Marcos administration has prioritized education in national spending, with the education sector receiving PHP1.34 trillion under the 2026 national budget, representing more than 4 percent of the country's gross domestic product.
