Manila: The shear line is poised to continue affecting the eastern sections of Southern Luzon and Visayas, while the northeast monsoon, known locally as "amihan," will dominate the rest of Luzon, as reported by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Thursday. According to Philippines News Agency, PAGASA's 4 a.m. forecast indicates that the Bicol Region, Western Visayas, Quezon, Oriental Mindoro, Marinduque, Romblon, Negros Occidental, Northern Samar, Eastern Samar, Samar, Biliran, and Leyte will experience cloudy skies with scattered rains or isolated thunderstorms due to the shear line. The agency has cautioned that moderate to at times heavy rains in these areas may lead to flash floods or landslides. The easterlies are also expected to bring cloudy skies with scattered rains and thunderstorms over Caraga, Davao Region, and Southern Leyte. PAGASA has issued warnings for potential flash floods or landslides resulting from moderate to at times heavy rai ns in these regions. In contrast, Cagayan Valley, Apayao, Kalinga, Mountain Province, Ifugao, and Aurora will see cloudy skies with light rain due to the influence of the northeast monsoon, although no significant impact is anticipated. Metro Manila, the Ilocos Region, the remainder of the Cordillera Administrative Region, Central Luzon, and Calabarzon will experience partly cloudy to cloudy skies with isolated light rains, also attributed to "amihan." The rest of the country is expected to have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies. Severe thunderstorms could potentially cause flash floods or landslides in these areas. Regarding wind and coastal water conditions, moderate to strong northeast winds will prevail over Northern Luzon and the eastern sections of Central Luzon, Southern Luzon, and Visayas, with seas expected to be moderate to rough, ranging from 1.2 to 2.8 meters. Elsewhere, light to moderate winds from the east to northeast are anticip ated, with slight to moderate coastal waters measuring 0.6 to 2.1 meters.
