Samal Island Officials Optimistic About New Power Distribution Management

Taytay: Officials in Davao del Norte have welcomed the entry of the Davao Light Power and Company Inc. (DLPC), saying it will boost the island's economy and attract investors. The power distribution system in IGACOS has been placed under new management following the implementation of a writ of possession on Wednesday. The directive follows the recent order issued by Branch 4 of Regional Trial Court in Panabo City.

According to Philippines News Agency, during a press briefing Wednesday night, Mayor Lemuel Reyes stated that power issues were a primary reason investors had previously backed out of starting their businesses on the island. He expressed his intent to reach out to investors once more and share the news that power supply problems have been resolved. Among those interested in investing on the island are malls and a hospital. 'This is what the Samalenyos are waiting for. It is like a dream come true,' Reyes said.

In an interview with the Philippine News Agency, IGACOS Vice Mayor Richard Guindulman highlighted the significant impact of DLPC's entry on the island, especially for households affected by the previous power distributor's poor service. 'One of the backbones of the island is the resorts, and we are very happy about this new development. It is a triumph for everyone who deserves a stable power supply,' he said. Guindulman noted that resort owners had been constantly complaining about the power issues, affecting their operations. 'They are eager for the takeover of DLPC. And they are very happy now that we have a new power distributor,' he added.

By virtue of the writ dated Jan. 27, 2026, the distribution system assets of Northern Davao Electric Cooperative (Nordeco), including electric poles, lines, substations, meters, transformers, and related facilities, have been lawfully placed in the actual and effective possession of DLPC. Under Republic Act 12144, DLPC's franchise has been expanded to include areas in Davao del Norte, including Samal, as well as Davao de Oro, paving the way for the company to assume responsibility for the island's power distribution network. Before the 2026 expansion and the enactment of RA 12144, DLPC covered Davao City and several parts of Davao del Norte, including Panabo City and the municipalities of Carmen, Braulio E. Dujali, and Santo Tomas.
