Samal island: The Island Garden City of Samal (IGACOS) has officially unveiled its Executive-Legislative Agenda (ELA) for the years 2025-2028, marking a strategic framework designed to direct the city’s programs and projects over the next three years.

According to Philippines News Agency, Mayor Lemuel Reyes emphasized the collaborative efforts between the city’s executive and legislative branches, which are focused on transforming Samal into a livable, resilient, and dynamic island city. Named ‘SMILE SAMAL,’ this agenda aligns with the Philippine Development Plan and the Sustainable Development Goals, signifying a unified vision and strategic direction for the island’s future.

Mayor Reyes stated, “The ELA symbolizes our unity, respect, and trust. Without cooperation, we cannot succeed.” He pointed out that Samal Island is not just a leading tourist destination but also a city where leaders and citizens are united in development efforts. The SMILE SAMAL framework aims to identify core issues and prioritize programs based on the latest community-based monitoring survey results.

The acronym SMILE stands for key focus areas: Sustainable, Measurable, Accessible, Responsive, and True Governance; Maximized Revenue Generation and Efficient Resource Management; Infrastructure Development; Livelihood and Local Economy Development; Environmental Stewardship; Social and Health Services Enhancement; Agricultural Sustainability; Multidimensional Tourism Development; Accessible Quality Education, Sports, Culture, and Arts; and Law, Public Order, and Safety Advancement.

Vice Mayor Richard Guindolman has expressed the 10th City Council’s complete commitment to the agenda, promising cooperation that extends beyond policymaking to effectively cater to the people’s needs. He reaffirmed the council’s dedication to enacting programs and legislation that balance growth with equity and innovation with tradition.

“Through the principles of transparency, accountability, and good governance, we pledge to deliver policies that empower communities, uplift lives, and create opportunities for every Samalenyo, guided by the vision of SMILE SAMAL,” Vice Mayor Guindolman asserted.
