Prepare to Deal with ‘Unwilling’ Contractors, Lacson Tells DPWH

Manila: The Department of Public Works and Highways (DPWH) must prepare to deal with contractors who are not willing to participate in the bidding of projects amid the reforms put in place for this year's budget, Senate President Pro Tempore Panfilo Lacson said Tuesday.

According to Philippines News Agency, Lacson emphasized that this situation is particularly relevant for contractors accustomed to significant profits due to their early advances to certain legislators, DPWH officials, and other authorities after the National Expenditure Program (NEP) was finalized. Lacson pointed out that the DPWH should anticipate challenges with contractors reluctant to engage in project bidding because of the reduced cost of construction materials. He noted that the early advances to legislators post-NEP finalization might not prevent a looming infrastructure crisis.

During the hearings of the Blue Ribbon Committee and his examination of current and past national budgets, Lacson uncovered a detailed system of kickbacks involving flood control and other infrastructure projects. This setup appeared to benefit some contractors, lawmakers, and officials, including those from the DPWH. He disclosed the details of these kickbacks in two privilege speeches last year.

The Blue Ribbon hearings significantly contributed to building cases against several individuals involved. Consequently, several reforms have been implemented in the 2026 budget, including those affecting the DPWH, following the investigation.
