PNP Cracks Down on Smuggling of Potent ‘Thuoc Lao’ Cigarettes

Manila: The Philippine National Police (PNP) is intensifying efforts to curb the smuggling and spread of "Thuoc Lao," or black cigarettes, amid recent gains against illegal cigarette trade. Acting PNP chief Lt. Gen. Jose Melencio Nartatez Jr. stated that authorities are strengthening intelligence operations in coordination with the Bureau of Customs (BOC), Department of Health (DOH), and other agencies, following President Ferdinand R. Marcos Jr.'s directive to protect public health.

According to Philippines News Agency, Thuoc Lao, colloquially known as "tuklaw," is a highly potent tobacco product from Northern Vietnam, with nicotine levels reaching up to 9 percent, significantly higher than regular cigarettes. Some variants are reportedly laced with synthetic cannabinoids. The National Tobacco Administration has not authorized the importation of Thuoc Lao.

Health and police officials raised concerns about the cigarette last year after teenagers reportedly experienced seizure-like symptoms, including body jerks and involuntary twitching, after smoking the product. The Philippine Drug Enforcement Agency earlier warned that some vape products may contain the same synthetic cannabinoids found in Thuoc Lao cigarettes.
