PhilSys registration for 5-15 years old needs LGU nod

Registration of residents aged 5 to 15 years old to the Philippine Identification System (PhilSys) is subject to local ordinances, according to the Philippine Statistics Authority (PSA) in Sarangani.

Without an ordinance or express approval from local government units, registration centers will cater only to those 16 years old and above, the PhilSys-Sarangani said in a recent social media post.

Sarangani, however, has already gotten the go-signal to accept registrants aged 5 and above for the Philippine Identification (PhilID) card or the national ID.

“Good day Sarangans and Generals! The PhilSys Registration centers and sites are now accepting people 5 years old and above for the registration for the national ID,” PhilSys-Sarangani announced on November 19.

Parents or guardians of minor registrants should bring an original copy of the children’s birth certificates and any valid identification card or document.

“Minors must be with their parents or guardians during the registration process,” PhilSys reminded.

For adults, the valid ID or valid documents that will be accepted are passports, Unified Multi-Purpose Identification issued by the Government Service Insurance System or Social Security System (SSS), Land Transportation Office-issued Student’s License permit or Non-Professional/Professional driver’s license, or PSA-issued birth certificate with one government-issued identification document which bears full name, photograph, and signature or thumb mark.

Among the accepted secondary documents are PSA-issued birth certificate with Birth Reference Number, Civil Registrar-issued birth certificate, Integrated Bar of the Philippines or Professional Regulation Commission ID, Seaman’s Book, Overseas Workers Welfare Administration ID, Senior Citizen’s ID, SSS ID, Pantawid Pamilyang Pilipino Program ID, License to Own or Possess Firearms, National Bureau of Investigation or police clearance, Solo Parent ID, disability ID, voter’s ID, Taxpayer Identification Number ID, Philippine Health Insurance ID, Philippine Retirement Authority-issued Special Resident Retiree’s Visa, national or residence ID from other countries for aliens residing in the country, employment ID, school ID, barangay ID or clearance, and city/municipal ID.

The PhilSys-Sarangani registration centers are open from Monday to Saturday, 8 a.m. to 5 p.m.

Signed into law by President Rodrigo R. Duterte in August 2018, Republic Act 11055, or the Philippine Identification System Act, aims to establish a single national ID for all Filipinos and resident aliens.

The national ID shall be a valid proof of identity that shall be a means of simplifying public and private transactions, enrollment in schools, and the opening of bank accounts.

It also seeks to boost efficiency, especially in dealing with government services where people will only need to present one ID during transactions.
