PH Reaffirms Support for Seafarers’ Rights on 20th MLC Anniversary

Manila: The Philippine government has reaffirmed its commitment to protecting the rights and welfare of Filipino seafarers as it marked the 20th anniversary of the Maritime Labor Convention (MLC) 2006. In a video message Monday evening, Migrant Workers Secretary Hans Leo Cacdac highlighted the significance of the MLC 2006, adopted by the International Labour Organization on Feb. 23, 2006.

According to Philippines News Agency, Cacdac emphasized that the Maritime Labor Convention serves as an international bill of rights, strengthening and solidifying the maritime and labor rights of seafarers. He noted that Filipino seafarers are recognized as the 'number one seafarer of choice' globally, underscoring the Philippines' proud heritage of maritime labor protection rooted in social dialogue and cooperation among government, employers, and workers.

Cacdac also pointed out that the Philippines was the first government chair of the International Labour Organization (ILO)-MLC Special Tripartite Committee, tasked with overseeing the convention's implementation. He highlighted legislative reforms that align domestic laws with international standards, culminating in the Magna Carta of Filipino Seafarers, ensuring compliance with the MLC 2006.

He further mentioned the latest amendments adopted during the International Labor Conference (ILC) in June 2025, under the Marcos Jr. administration's participation in the Special Tripartite Committee. These amendments ensure stronger rights and protections, particularly against abandonment, harassment, and bullying, serving as enhancements to the MLC 2006.

Cacdac expressed pride and gratitude for being part of the international maritime community that continues to uphold the International Seafarers' Bill of Rights, further strengthening and protecting Filipino seafarers.
