PH and Singapore Sign Early Childhood Development Cooperation Deal

The Philippines and Singapore have formalized a cooperation agreement aimed at enhancing social sector development, with a specific focus on early childhood care during the critical first 1,000 days of a child's life. This memorandum of understanding (MOU) was signed by the Department of Social Welfare and Development Secretary Rex Gatchalian and Singapore's Minister for Social and Family Development Masagos Zulkifli during the 2026 ASEAN Socio-Cultural Community High-Level Forum held in Makati City.

According to Philippines News Agency, the MOU encompasses several key areas, including information sharing, institutional visits, and training support. DSWD spokesperson Irene Dumlao emphasized the potential benefits for the Philippines, stating that the best practices shared by Singapore will bolster the country's social protection programs, especially those serving vulnerable sectors.

In addition to gaining insights from Singapore, the Philippine s will contribute its own experiences, particularly regarding its conditional cash transfer program and the First 1,000 Days initiative. This initiative, launched last year, aims to support poor households with pregnant women or children aged 0-2 by providing cash grants, maternity kits, and access to essential prenatal, postnatal, and vaccination services through Department of Health mobile clinics.
