Manila: The Philippine Charity Sweepstakes Office (PCSO) has earned Level 3 Accreditation under the Responsible Gaming Framework, solidifying its status as a world-class gaming institution. The certification was awarded last month by the World Lottery Association (WLA), the global authority on lottery governance representing more than 150 state-authorized lotteries in over 80 countries.
According to Philippines News Agency, moving from Level 2 to Level 3 signifies that PCSO has transitioned from mere goals and visions to actual planning and implementation of global best practices. This ensures that every PCSO game is backed by a dedicated budget and concrete resources aimed at integrity, player protection, and ethical operations.
PCSO noted that achieving Level 3 accreditation requires passing a rigorous audit by an Independent Assessment Panel composed of international experts. By reaching this milestone, PCSO now aligns itself with the world's leading lottery operators in countries such as the United States, Italy, Bulgaria, France, Turkey, Brazil, and Argentina, among others.
The agency emphasized that the accreditation shows the Philippines is no longer merely a participant in the global gaming industry but a leader that upholds stringent safety and transparency standards. PCSO General Manager Melquiades Robles stated that this international certification is more than just a plaque on the wall, but a testament of solid commitment to the Filipino people.
The recognition, the first of its kind in the Philippine gaming industry, follows the Governance Commission for GOCCs' decision in December 2025 to rank PCSO as the country's top government-owned and controlled corporation.
