Manila: President Ferdinand R. Marcos Jr. has issued Executive Order (EO) 101, mandating the comprehensive implementation of Republic Act (RA) 11321, known as the Sagip Saka Act. This initiative is designed to enhance the productivity and economic viability of local farmers and fisherfolk through a structured program.
According to Philippines News Agency, EO 101 requires all national government agencies, including government-owned or -controlled corporations and state universities and colleges, to align their initiatives with the objectives of the Sagip Saka program. It also encourages local government units to support the Act’s implementation, aiming to optimize the potential of local agricultural stakeholders and improve their income.
The executive order emphasizes adopting strategies that support farmers and fisherfolk, such as capacity building, market access, enterprise support, and sustainable livelihood promotion for small agricultural producers. It also mandates that government agencies procure agricultural and fishery products directly from accredited farmers and fisherfolk cooperatives and enterprises, bypassing the traditional bidding process as authorized under existing procurement laws.
EO 101 further directs all government entities and encourages local government units to purchase and serve locally produced rice and other agricultural products at government events and canteens. This measure aims to bolster local food consumption and support small-scale producers.
The order calls for increased collaboration among government agencies, local government units, private sector entities, civil society organizations, academic institutions, and development partners. This collaborative effort seeks to promote inclusive and sustainable agricultural growth, ensuring farmers and fisherfolk consistently access markets and government support.
The Department of Agriculture is tasked with establishing Sagip Saka desks across its regional and field offices to provide information, assistance, and coordination. The Farmers and Fisherfolk Enterprise Development Council, established under the Sagip Saka Act, will oversee the implementation of EO 101, monitor its progress, and submit biannual reports to the President.
Signed into law in 2019, the Sagip Saka Act aims to empower local farmers and fisherfolk by integrating them into value chains, enhancing productivity, and promoting local procurement. EO 101 is effective immediately upon its publication in the Official Gazette or a newspaper of general circulation.
