Passage of Bill Mandating Solar Energy in Government Buildings Gathers Momentum

Manila: The shift to a four-day workweek in certain government offices, prompted by escalating fuel costs, highlights the urgent need to transition from oil dependency to renewable energy sources, stated Abra Lone District Representative JB Bernos on Monday.

According to Philippines News Agency, Representative Bernos is advocating for the passage of House Bill No. 3126, known as the On-Grid Solar Energy Systems bill. This legislation mandates the installation of on-grid solar energy systems in all national and local government-owned buildings and offices to mitigate electricity expenses.

The proposed bill requires government agencies to cover 20 percent of their average monthly utilization (AMU) with on-grid solar energy systems within one year of installation. This requirement would increase progressively to 40 percent in the second year, 60 percent in the third year, 80 percent in the fourth year, and reach 100 percent by the fifth year.

Bernos emphasized that on-grid solar systems are a practical and economical renewable energy source, presenting a viable long-term investment for the government. He pointed out that solar panel technology has significantly decreased in cost, becoming accessible even for home use, with a lifespan of 25 to 30 years. Bernos argued there is little reason for the government not to capitalize on this abundant resource.
