OCD Chief Calls for Public Vigilance as 'Blue Alert' Imposed for Upcoming Elections


Manila: Office of Civil Defense (OCD) administrator Undersecretary Ariel Nepomuceno has urged all Filipinos to remain vigilant as preparations for the national and local elections on May 12 intensify.



According to Philippines News Agency, the recent NDRRMC Memorandum 102 series of 2025 states that the National Disaster Risk Reduction and Management Operations Center (NDRRMOC) will elevate its alert status to “Blue” from May 11 to 14. This alert level signifies that half of the agency’s disaster response force is on standby, prepared to handle any emergencies that may arise.



The decision is part of a strategy to ensure smooth coordination among relevant agencies during this crucial period. Duty officers from the Armed Forces, Bureau of Fire Protection, Philippine Coast Guard, and Philippine National Police have been instructed to remain at the NDRRMC to provide real-time responses, support requests, and address potential issues from regional disaster councils and partner agencies.



Regional offices of the OCD and disaster management centers will enhance monitoring efforts, compile and assess reports on election-related incidents, and collaborate with authorities to help maintain a secure and orderly election process. “The role of the OCD is crucial in promoting a culture of preparedness and resilience,” stated Nepomuceno.



Nepomuceno stressed the importance of cooperation among candidates, voters, and stakeholders with authorities. He emphasized that a peaceful and safe election hinges on collective effort. He also assured that the OCD is committed to responding immediately and effectively to emergencies.



“We will work closely with all partner agencies to keep order and ensure safety as we navigate this busy period,” Nepomuceno added. He encouraged the public to stay alert and cooperate with law enforcement and disaster response teams. All involved agencies will persist in monitoring election activities and incidents, sharing updates through the NDRRMC dashboard, and maintaining open lines of communication.
